Title: DEMOKRATISASI KEPEMIMPINAN SEKTOR PUBLIK (Studi Tentang Gaya Kepemimpinan di Kantor Kecamatan Lowokwaru Kota Malang)

Abstract: This research is done based many complaints from society about existing public service and conducted at sub district level such as service that given to society is not equal and tend to unfair. For example, citizens are required to give some monies to make Identity Card handling finished rapidly. Often society is required for additional charge for photocopy, paper purchasing, and other reason that is not in the regulation. If want to Identity Card handling finished in one day, the society should pay more than it should be. The problem formulation in the research how the democratization leadership that is implemented in the Lowokwaru sub district after the leadership democratization. The research used qualitative approach. The results showed that the leadership of Lowokwaru sub district head leadership is participatory leadership, where the leadership style by using care, attention, and responsive toward his employee and give discretion but still based on regulation. The democratization leadership implementation in the Lowokwaru sub district is marked by some changes in the public service, such as society do not need to queue in long time or experience difficult bureaucratization in managing something, beside that, the becoming neat administration, the presence of employee performance evaluation and sudden inspection by sub district head to know the service process that given to society. In supporting the performance or skill of the employee, the Lowokwaru sub district gives technical training, or skill for the employee that are done internally or externally by the apparatus in the sub district environment. The lack disciplines, understanding in the administration and management beside the lack of infrastructure and society participation to realize good and maximum service together and become one of development obstacles in the leadership democratization.
