Abstract: Development is one manifestation of the willingness and ability of a country to be further developed towards more advanced. So also with what is in the desire by the nation of Indonesia, to be able to carry out the development in order to create public life and equal level with other nations to be more advanced. To achieve higher economic growth, it needs appropriate national development policies. Accuracy was measured by the development of the suitability and optimization of natural resources, human resources and physical resources. This research was conducted on the basis of more and more development in some areas, especially in Malang that often development is not free from environmental problems. This can be seen from the many buildings built shopping malls in the area of green open space should be the city that caused the deterioration of ecological balance. This research was a descriptive qualitative approach. This study tried to describe about urban development in Malang. Also discussed was also the efforts the Government of Malang City in an environmentally sound urban development and the factors inhibiting the municipal government of Malang in an environmentally sound urban development. The results showed that the efforts of environmentally sound urban development by the government of Malang city include: environmental rehabilitation, environmental impact assessment, law enforcement, community participation, and institutional. In an effort to environmentally sound urban development there are several things that become limiting factors, such as inconsistencies of government, hierarchical structure, the factor of land owners, supervisory factors, geographical conditions and limited funds, the destruction caused by the public. Some of the suggestions proposed by the authors as a material consideration and reference for the government of Malang city in an effort to environmentally sound urban development. The suggestions given by the authors is as follows: to conduct monitoring and surveillance activities to changes in utilization and quality of space, adjusted for spatial plans Malang, establish protected areas, intensified appreciation and diversification of flora and fauna in the various areas that support the environmental system life, and the existence of legal certainty regarding the utilization of land use and local regulations relating to the environment in the city of Malang.
