Abstract: Water resources play very important role in supporting farming activities, clean water, urban, and rural, fishery, tourism, power plant, and flood control as well as erosion. Considering the strategic enrolment of agricultural sector in national economic and this sector is very dependent on water, irrigation is become one of the most important supporting sector against agricultural success. Irrigation management sustainability is influenced by farmers’ participation that use water resources actively, especially in the field of operational and irrigation network maintenance either in tertiary network level or main network, as it stated in Act No. 7/2004 about Water Resources (Suwarseno, 2006). The main purposes of this research concerning The Calculation and Analysis of Farmer’s Capacity to pay Irrigation Service Fee (IPAIR) on Irrigation Network of Bureng I, Malang Regency are to find out physical condition of irrigation network, to determine the magnitude of Operational and Maintenance Actual Budget Need (AKNOP), to find out the magnitude of Irrigation Service Fee (IPAIR) and Associate Fund, and to find out the level of farmer’s capacity in paying IPAIR. After we investigate the irrigation network we knew that there is a 35,55% damage from the total length (255 km) of tertiary channel in irrigation network of Bureng I. After we analyze that problem, we knew that those damages were caused by lack of maintenance cost. Based on calculation, we obtain that operational and maintenance cost (AKNOP) on Irrigation Network of Bureng I in proceeding year is Rp. 44.902.935 and IPAIR is Rp. 100.000/ha/year or Rp. 66.387 based on areal owned. However, this IPAIR fund cannot meet the target, so it need associate fund from government in the amount of Rp 15.525.000. Based on the calculation of farming net income we found out that 69,50% farmers are able to pay IPAIR and 30,50% are unable to pay IPAIR. Based on capacity analysis with standard error 5% we obtained that most of those farmers that use Irrigation Network in Bureng I is able to pay IPAIR in the amount of Rp. 100.000/ha/year or Rp. 66.387 based on areal owned
